Website traffic but no leads is the most common complaint we hear from businesses already paying for SEO. The monthly report shows sessions climbing, impressions climbing, a few keyword positions improving, and the sales team saying the phone has not changed. Somebody is wrong, and usually nobody is lying. The traffic is real and the enquiries are genuinely flat, which means the gap sits somewhere between the two and nobody has looked for it systematically.
This is a diagnostic guide, not a list of conversion tips. It walks through where the gap actually opens, in the order worth checking, so you can tell whether your problem is audience fit, page relevance, enquiry friction, measurement or lead handling. Three of those are not SEO problems at all. Start by establishing which of three situations you are in, because they look identical on a traffic chart and have nothing else in common.
- Traffic rises and enquiries stay flat. The composition of your traffic probably changed. Investigate intent and landing pages first.
- Enquiries rise but fewer are suitable. You are attracting the wrong buyers, or the right buyers with the wrong expectations. Investigate qualification and page messaging.
- Enquiries are actually healthy but the report undercounts them. Measurement is broken. Investigate tracking before changing anything else, or you will optimise against a false picture.

Identify where traffic and enquiries have diverged
Comparing equivalent periods is the first step, and it is where most reviews go wrong. Use the same length of time, the same season and the same traffic source, because a Ramadan month against a non-Ramadan month tells you nothing.
Then separate four numbers that usually get reported as one: organic sessions, submitted enquiries that genuinely arrived, qualified leads your sales team would want, and closed business. A gap between sessions and submitted enquiries is a website or audience problem. A gap between submitted enquiries and qualified leads is a messaging or targeting problem. A gap between qualified leads and closed business is a sales problem no SEO change will solve.
A worked example of changing traffic composition

Traffic grew about 67% and enquiries did not move. The overall conversion rate fell from 2.0% to 1.2%, which looks like the website getting worse. It is not. Service page traffic and service page enquiries are both unchanged. All the growth landed on blog pages that were never going to produce an enquiry on the first visit.
Two conclusions follow. Your commercial pages did not decline, so do not start rewriting them. And the blog traffic is not automatically worthless, because educational content often supports a decision made weeks later in a long B2B cycle. Before writing it off, check whether those articles link anywhere useful and whether anyone who enquired had read one earlier. If nothing connects the articles to a commercial page, the problem is internal linking rather than the content.
This is the single most common misdiagnosis in this situation. A falling site-wide conversion rate during a period of content growth is usually arithmetic, not decline. Segment by landing page group before you conclude anything, and never let a site-wide average decide what gets rewritten.
Confirm that website enquiries are recorded correctly
Measurement comes before strategy, because if the numbers are wrong every decision after them is wrong. Test three things separately, in this order, and do not assume one implies the next.
- Does the form submit. Complete it yourself on a phone, on mobile data rather than office wifi, in the browser your customers use.
- Does the submission arrive. Check the inbox it should reach, the spam folder, the CRM, and the database table if submissions are stored. A form that shows a success message and delivers nothing is more common than anyone expects, and it usually starts after a hosting change, an SSL renewal or a plugin update.
- Does analytics record it. Only now check GA4. A missing event does not mean a missing enquiry.
Two GA4 specifics matter. Google lists generate_lead as a recommended event, to be sent "when a user submits a form or a request for information", and it also covers a user who "submits information offline", which is why it suits B2B. Configure it against the confirmed submission rather than a button click, because a click is interest, not an enquiry.
The second causes more confusion than anything else in GA4. "The User acquisition report is scoped to new users, while the Traffic acquisition report is scoped to new sessions." User acquisition uses dimensions such as First user source; Traffic acquisition uses Session source. So a visitor who first found you through Google and returns directly next week appears under Google in one report and Direct in the other. Pick one scope, state it, and compare like with like.
Finally, check what changed in the period. A consent banner, a tag manager edit, a form plugin update or a redesign that moved the thank-you page will all break tracking silently. If reported leads fell off a cliff on one date, look at deployments before content.

Review the search intent behind organic traffic growth
Search intent explains most flat-enquiry situations once measurement is ruled out. In Search Console, compare the two periods by query and sort the growth, then classify what grew into informational queries where someone is learning, commercial queries where someone is choosing a supplier, and branded queries where they already know you.
Informational growth produces readers. Commercial growth produces enquiries. If all your gains sit in the first group, nothing is broken and nothing changes until you win terms where people are looking to buy. That is a targeting decision, and it is usually the honest answer when a content programme has run a year with no commercial effect.
Watch for a second pattern: a page ranking for a query it does not serve, such as a service page picking up a definitional search. The traffic is real and so is the mismatch, and the fix is a new page for that intent or accepting it will not convert.
Separate blog traffic from service-page traffic
Landing page groups are where the diagnosis becomes concrete. In GA4, group your landing pages into blog, service pages, location pages, homepage and everything else, then compare sessions and enquiries per group across your two periods. One of three pictures appears.
- Service page traffic is flat. Your SEO is producing readers, not buyers. Strengthen commercial pages and target commercial terms.
- Service page traffic grew but enquiries did not. The problem is on those pages. Keep reading, the next three sections are for you.
- Service page traffic fell while blog traffic grew. Check for cannibalisation, where an article now outranks the service page for a commercial term. That is a consolidation and internal linking job.
In all three cases, check the route from articles to commercial pages. Most UAE business blogs we review have no contextual links from articles into the relevant service page, so a reader who finishes an article has nowhere obvious to go. Adding those links is among the fastest improvements available on an established site, and it is a content edit rather than a rebuild.
Check audience location and customer fit
Geography is worth checking early for UAE businesses, because it is frequent and easily missed. Segment organic sessions and enquiries by country and city. If growth arrived from markets you do not serve, your conversion rate was always going to fall and your website is fine.
Do not over-correct. Plenty of legitimate UAE enquiries come from people researching abroad before relocating, from head offices buying for a UAE subsidiary, and from GCC buyers happy to work with a Dubai supplier. Before excluding a market, check whether any enquiry or closed deal ever came from it. The same applies to company fit: a B2B supplier receiving enquiries from students, job seekers and other agencies has a targeting problem, not a conversion problem, and the fix is in the keywords and page copy rather than the form.
Match landing pages to the visitor's requirement
Page relevance is the next place the gap opens, and the test is specific rather than aesthetic. Take your five highest-traffic commercial pages, look up the main query each one receives in Search Console, then read the page as someone who just searched that. Five questions decide whether they stay.
- Does the headline answer the search, or does it describe the company.
- Is the scope of what you supply stated precisely, including what is not included.
- Is their sector or situation mentioned anywhere, so they can see you have done this before.
- Is there proof, meaning projects, specifics, named clients where permitted, or review evidence rather than adjectives.
- Is the next step obvious and proportionate, meaning the right ask for how far along they are.
Pages that fail these usually fail on specificity. Procurement teams and technical buyers shortlist on detail, and a page that could describe any supplier in the emirate gives them nothing to choose on. Remove friction from forms, calls and WhatsApp enquiries
Enquiry friction is the easiest problem to find and the most frequently assumed. Test the path yourself rather than inspecting it: on a phone, on mobile data, complete every enquiry route you offer.
- How many fields does the form demand, and is each one genuinely needed before a first conversation
- Does validation reject valid UAE phone numbers, or clear the form on one error
- Is there a CAPTCHA, and how often does it fail for a real person
- Do click-to-call and WhatsApp links actually open the right app with a sensible pre-filled message
- Is there a confirmation message, and does the visitor know when to expect a reply
- On mobile, is the contact route reachable without hunting through the footer
One measurement point belongs here. Report contact clicks and actual enquiries separately. A rise in WhatsApp clicks with no rise in conversations means the clicks are not completing, which is a configuration issue rather than a win. Counting a button click as a lead is the fastest way to produce a report that disagrees with your sales team.

Review lead quality and sales follow-up
Lead quality cannot be assessed without classification, and most businesses have never classified an enquiry. Take the last sixty and sort them: suitable and in market, suitable but too early, wrong service, wrong geography, wrong budget expectation, or not a prospect at all. The distribution tells you what to fix, and it usually surprises the marketing team. Wrong service or geography is a targeting and messaging job. Suitable but too early means your content is working and your sales process needs a nurture route rather than a quote. Genuinely unsuitable means adding proportionate qualifying detail to the page, such as your minimum project scope, rather than four more form fields.
Then look at handling, because this is where qualified leads quietly die. How long until someone responds. Who owns an enquiry arriving out of hours. Does anybody follow up a second time. Is there a record, or does it live in one inbox. We have reviewed campaigns where the honest finding was that the SEO was performing and the enquiries were not being called back, and saying so is more useful than presenting a conversion plan.

- Segment the traffic. By landing page group, query intent and geography, across equivalent periods.

Or the enquiry path breaks on mobile. Check measurement first, because it changes how you read everything else.
Which is the best first check when enquiries are flat?
Test whether an enquiry submitted on your own site actually reaches you, and whether it is recorded. Do it from a phone on mobile data. It takes ten minutes and it resolves a meaningful share of cases outright, because a form that shows a success message and delivers nothing produces exactly the symptom you are describing.
Our conversion rate fell while traffic grew. Did the website get worse?
Usually not. If new traffic landed on blog or informational pages that were never going to convert on a first visit, the site-wide average falls by arithmetic while your commercial pages perform exactly as before. Segment by landing page group and compare service page sessions against service page enquiries. Only if that ratio fell has anything actually declined.
Why do GA4 and our sales records disagree on lead numbers?
Three common reasons. The event fires on a button click rather than a confirmed submission, so it overcounts. Consent settings or a tag change stopped it firing, so it undercounts. Or you are comparing two different report scopes: Google states the User acquisition report is scoped to new users while the Traffic acquisition report is scoped to new sessions, so the same visitor can appear under different sources in each. Pick one scope, state it, and reconcile against actual enquiry records rather than trusting either in isolation.
Should a WhatsApp click count as a lead?
No. A click is intent; a received message is an enquiry. Report them separately, because a rise in clicks with no rise in conversations usually means the handoff is failing rather than that demand improved. Google's own guidance defines the recommended generate_lead event as firing when a user submits a form or a request for information, which is a completed action rather than a click towards one.
Could the problem be our sales follow-up rather than our SEO?
Yes, and it is more common than agencies admit. If qualified enquiries are arriving and nothing closes, look at response time, who owns an enquiry out of hours, whether anyone follows up a second time, and whether leads are recorded anywhere other than one inbox. Increasing traffic into a process that does not call people back makes the numbers worse, not better.
